Halkbank was a bank almost entirely owned by Turkey’s government that alleged it circumvented U.S. sanctions on Iranian funds. While the bank denies the allegations, it is asking the justices to deem the indictment unlawful based on historical factors and the Foreign Sovereign Immunities Act – though the federal government argues that the law does not apply to criminal cases.
